Wilsonville is using a Design-Build-Operate (DBO) method of contracting. This involves hiring a firm with knowledge of and experience with the latest wastewater treatment technologies.
This firm will be responsible to operate the plant for a minimum of 15 years, meeting set performance measures. The company will design and construct the plant with this long term commitment in mind thereby minimizing life cycle costs. Another important component of the DBO is that the firm will operate the plant while making improvements so there is little or no disruption in service.
The City of Wilsonville will continue to own the treatment plant and the community’s other wastewater facilities. The DBO company will operate and maintain the upgraded treatment plant, along with eight pump stations, and the sewage collection system.
Operations at the wastewater treatment plant will follow the model already in place at the city’s award-winning drinking water treatment facility. City leaders and staff expect the selected DBO firm to successfully integrate the dedicated employees currently working at the wastewater treatment plant.
