Why is this project needed? |
The wastewater treatment plant improvement project will replace old equipment and structures, incorporate new technology, address odor issues, meet current and future capacity needs, ensure compliance with future regulatory requirements and convert from liquid by-products to solid by-products. |

When will the work take place? |
The project schedule calls for hiring a Design-Build-Operate (DBO) firm in early 2011 and have improvements completed by late 2013. |

Where is the plant located? |
The community's wastewater treatment plant is located close to the Willamette River, east of Boones Ferry Park, and just west of the I-5 freeway. |

|
What happens if the City does not move forward with this improvement project? |
In the near term, the City will spend an increasing amount of money to repair and maintain the aging plant components without achieving any lasting improvements. In the long term, the plant may not be able to keep pace with future regulatory requirements or community needs. |

How will the project be completed? |
Using a Design-Build-Operate (DBO) contracting method, the City will gather proposals from pre-qualified firms that have expertise in the latest wastewater treatment technology. A DBO firm integrates efficient operations, design and construction work into one holistic package. |

How will the project be funded? |
The wastwater treatment plant improvements will be funded through a combination of customers' monthly sewer rates and SDC (systems development charges) paid by new development. |

Can the City phase the project over several years, thus potentially lowering the user rates? |
Phasing may be an option. A downside to phasing is a potentially larger total cost of the project. |

What will be done about the odors from the plant? |
Odor control is a key project goal. The project improvements will be designed to minimize on-site and off-site odors. |
